Projects and contracts
Some relevant projects where NSPHM was partner, as institution or as individual experts from NSPHM staff:
▪ Health Rehabilitation Project, a WB project (1991-1999), which had as objectives to rehabilitate and upgrade the primary health care delivery system and to support the major restructuring of health sector financing and management to ensure a sustainable, cost-effective health care system in the medium term
▪ The Development of Health Care System Strategy (1998), a technical assistance project financed by the World Bank and developed in partnership with Interhealth, covering the following areas: burden of diseases and the universal benefits package, management normes and structures, the health services quality assurance, health promotion and health services reforms, human and physical resources evaluation and rationalization.
▪ Health Sector Reform in Romania - phase 1, a World Bank project (2000-2004), designed to support Romania to improve the selected services in primary, emergency and hospital care and to define a long term development strategy and reform programme.
In the component Project for planning and rationalization of health services system, NSPHM was the partner of MoH and performed the development of a soft application for the analyse of the informational system of the health system, provide data about hospitals’ activity and elaborate the strategy of the medical services planning.
▪ Strengthening the capacities of the Institute of Public Health, Tirana, Albania in health management for general practitioners, a project financed by USAID/America International Health Alliance, where NSPHM offered consultancy and training in order to develop health services management and health promotion capacity for Albanian partners.
▪ Romania – Health Sector Refor Project – phase 2, World Bank project (2005-2009) – NSPHM was the consultant of MoH for the component of primary health care to assess the adresability of microcredits for family doctors.
NSPHHSM has acquired an important and relevant experience in other projects, developed successfully by our institution, in the field of evaluation and research of health services, consultancy in development of strategies and instruments for increasing the health system performance.

Studies and projects on hospital services
Since 1999, NSPHHSM is the entity in charge with running and developing the DRG classification system at central level. For this purpose, NSPHHSM collects hospital data of all episodes of care registered and reported on basis of patient data set (PDS). In 2006, NSPHHSM had collected over 4.5 millions episodes of care and generated hospital activity reports to the MoH and NHIH. In the same time, based on PDS reported by the hospitals, NSPHHSM has validated and grouped in DRGs all the cases reported by the 276 hospitals that are case-based financed. After data processing, NSPHHSM has generated hospital activity reports standing for the hospital reimbursement within the social health insurance system according to their indicators contracted and achieved.

Mental health studies and projects
- Pilot study on “Mental health policies”, part of the international study World Mental Health Initiative, conducted by the WHO and Harvard Medical School, USA. The objectives are to identify the prevalence of mental disorders in general population aged 18 and over and to evaluate the medical and complementary services utilization.
